تاثیر رقابت پذیری شهری بر رقابت پذیری ملی

چکیده

     بیش از سه دهه است که رقابت­ پذیری در فضاهای متفاوتی نظیر بنگاه­ ها، شرکت­ها، شهرها، مناطق و ملت­ ها مطرح شده است و این مفهوم در بررسی علل موفقیت یا ناکامی نهادهای فوق به­ ویژه در عرصه­ های اقتصادی از اهمیت به­ سزایی برخوردار گردیده است. رقابت­ پذیریِ شهری در سطح حکومت­ های ملی و تعاملات جهانی به یک جزء حیاتی در رقابت­ پذیری اقتصاد ملی تبدیل شده است.در این پژوهش، 107 کشور از سرتاسر دنیا با 481 شهر به منظور ارزیابی تأثیر رقابت­ پذیری شهری بر رقابت ­پذیری ملی مورد بررسی قرار گرفتند. مطالعه به­ صورت کتابخانه ­ای بوده و از داده­ های برخی نهادهای معتبر دانشگاهی و بین­ المللی برای این منظور بهره گرفته شده است. گرچه در برخی متون به طور موردی بر رابطه بین رقابت­ پذیری شهری و ملی تأکید شده است، اما در آن­ها بر رویکردی جامع و فراتر از حدود یک شهر یا کشور یا منطقه ای خاص تمرکز نشده است. در این مقاله به­ صورت کمی نشان داده می­ شود که بین رقابت­ پذیری شهری و ملی ارتباط معناداری وجود دارد. بر مبنای تحلیل ارائه­ شده می­توان از شاخص رقابت­ پذیری شهری به عنوان یک راهنما برای متناسب­ ساختن سیاست‌های شهری بهره گرفت. این امر می­تواند در عرصه ملی یک بعد مهم از سیاست اقتصاد کلان و پی­گرفتن توسعه اقتصادی ملی را تشکیل دهد. Abstract     It is more than three decades that competitiveness has been raised in different subjects like, firms, companies, cities, regions and nations. This concept is important in surveying the reasons of success or defeat, especially in the economic areas. Urban/city competitiveness, also, is a crucial factor in the national or global economic interactions debates. There are 481 cities from all around the world in this study and study was performed librarian. The necessary data were retrieved from some reliable international agencies. Although in some papers it is partly noticed on relationship between urban/city competitiveness, but, the authors did not focused on a comprehensive approach beyond an especial city or country or region. In this paper, it is shown that there is a meaningful relationship between urban/city competitiveness and national economic competitiveness (in global level). On the basis of forgoing analysis city's competitiveness index can be used   by policy makers as a guide to obtain some of national urban policies. This, in the national arena, can be a negligible factor in macroeconomic and developmental policy making. Keywords: Competition; City Competitiveness; Urban Competitiveness; National Competitiveness; Territorial Competitiveness; Global Competitiveness.
