شناسایی و اولویت‌بندی موانع توسعه مشارکت بخش خصوصی – دولتی

چکیده

     شتاب‌بخشیدن به روند رشد اقتصادی در کشورها مستلزم کاهش سطح حضور دولت در فعالیت‌های غیر‌حاکمیتی است که ممکن است در چارچوب خصوصی­سازی تعریف شود؛ اما آنچه موضوع مشارکت بخش خصوصی ـ دولتی را از مفهوم خصوصی­سازی متمایز می­سازد، این است که در بحث مشارکت بخش خصوصی ـ دولتی، دولت­ها وظایف قانونی و مسئولیت­های حاکمیتی خود را حفظ می‌کنند و با تقبل بخشی از ریسک و ‌حداقل‌کردن آن، زمینه شراکت بخش خصوصی با بخش دولتی را فراهم می­آورند. یکی از راهبردها­های کاهش هجمه خصوصی‏سازی، طراحی پروژه‏های مشارکتی بین بخش‏های خصوصی و دولتی است. هدف از این پژوهش، بررسی موانع توسعه راهبرد مشارکت بخش خصوصی ـ دولتی در پروژه‌های ملّی و اولویت‌بندی هر یک از موانع است. راهبرد پژوهشی این مطالعه، ترکیبی و مستلزم گرداوری و تحلیل هر دو نوع داده‌ کمّی و کیفی است که درنهایت 46 مانع شناسایی و در 9 دسته طبقه‏بندی شد. شناخت موانع مشارکت بخش خصوصی ـ دولتی به مدیران دولتی کمک خواهد کرد تا با شناسایی موانع و رفع آن‌ها، ضمن کاهش هزینه­ها به‌ویژه پیشگیری از افزایش هزینه و تسریع عملیات اجرای پروژه در زمان تعیین‌شده، خدمات عمومی باکیفیت‌تری را به شهروندان ارائه کنند.
