بررسی موانع و محدودیت های پیش روی خوشه صنعتی: یک مطالعه کیفی ⁎

چکیده

مطابق با ادبیات موضوع، فرایند توسعه و بهبود خوشه های صنعتی وابسته به مطالعات شناختی کامل پیش از پیاده سازی خوشه است که  منجر به شناسایی و رفع مشکلات و تسهیل محدودیت هایی که مانع از تحقق بهره وری در خوشه می گردد، می شود. این مطالعه، یک تحقیق میدانی را با استفاده از رویکرد پدیدارنگاری برای شناسایی موانع و محدودیت های خوشه صنعت فرش استان سیستان و بلوچستان انجام می دهد. خوشه تحت مطالعه شامل تعداد بسیاری شرکت های خصوصی و دولتی درگیر در این حوزه می باشد که تحت عنوان ذینفعان شناخته می شوند و بیش از 6000 نیروی کار و بافنده را دربر میگیرد. تجزیه و تحلیل پدیدارنگاری  به دو سطح طبقه توصیفی منتج شد که نشان می دهد که از نظر ذینفعان، مشکلات ساختاری و رفتاری اجتماعی در سطح خوشه، فعالیت های خوشه را برای تحقق دستاوردهای مناسب دچار مشکل ساخته است. ضمن اینکه محدودیت هایی زمینه ای در سطح استان نیز در پیاده سازی موفق خوشه، زمینه دشواری هایی را به طور کلی بر صنعت مربوطه در استان و همچنین خوشه باعث گردیده است.
