تحلیل تجارب پدیدار شناختی مدیریت استراتژیک در گمرک ایران

چکیده

سازمان­های حوزه تجارت نیازمند تطبیق خود با تغییرات این حوزه هستند.گمرک ایران نیز بر اساس برنامه­ریزی استراتژیک سازمان جهانی گمرک اقدام به تدوین و اجرای برنامه­ریزی استراتژیک کرد. هدف پژوهش حاضر تحلیل تجربیات پدیدار شناختی مدیریت استراتژیک در سازمان گمرک به روش تحلیلی جیورجی است. روش تحلیل جیورجی به تحلیل داده­ها در پدیدارشناسی توصیفی می­پردازد و شامل 5 مرحله است:1.در نظر داشتن نگرش پدیدارشناسی 2.مطالعه متن مصاحبه برای درک کلی از آن 3.تفکیک واحدهای معنایی اولیه 4.تبدیل واحدهای معنایی به عبارات روانشناختی و 5.ساخت ساختار روانشناختی عمومی تجربه بر اساس مولفه­های اصلی. برای مشخص شدن اهمیت این روش تحلیل و کاربرد آن، در این پژوهش یک سوال مطرح می­شود: تجربیات مدیریت استراتژیک در زمان تدوین و اجرای برنامه استراتژیک است که منجر به جهت دار شدن عملکرد سازمان شد و متغیرهای مهم در این سازمان چیستند؟ جامعه مورد مطالعه کارکنان و مدیرانی هستند که در استراتژی­های سازمان نقش داشتند و تجربیات خود را بیان و توصیف می­کنند. با نمونه گیری مبتنی بر هدف تعداد 12 نفر از کارکنان و مدیران صفی و ستادی انتخاب شدند. سپس داده­های مورد نیاز با مصاحبه انفرادی نیمه ساختارمند (30 تا 55 دقیقه) در محدوده زمانی 15/2/98 تا 20/6/98 جمع­آوری شد. یافته­های پژوهش به روش جیورجی در 5 مفهوم اساسی طبقه بندی شد که عبارتند از فرهنگ و ارزش­های سازمانی، کنترل، شبکه­ها و ارتباطات، عملکرد و ساختار سازمانی.

Business organizations need to adapt to changes in this area. Iran's customs also formulated and implemented strategic planning based on the strategic planning of the World Customs Organization and the economic and foreign trade conditions of the country. The purpose of this study is to analyze the phenomenological experiences of strategic management in the Customs Organization using the George analytical method. George Analysis Method analyzes data in descriptive phenomenology and consists of 5 steps. In order to determine the importance of this method of analysis and its application, a basic goal has been proposed in this research; The lived experiences of the strategist during the formulation and implementation of strategic planning lead to the direction and optimization of customs performance in the field of strategic management (including three stages of formulation, implementation and control) and ultimately the success of the organization and based on that important and effective variables Specify the strategic management of customs. The study population is employees and managers who were involved in the strategies of the organization and describe and describe their experiences. By purposeful sampling, 12 employees and line and staff managers were selected. Then the required data were collected by semi-structured individual interviews (30 to 55 minutes) in the period of 2/15/98 to 6/20/98. The findings of the George method were classified into five basic concepts: organizational culture and values, control, networks and communications, performance and organizational structure.
