اثر اختیار مدیران و کنترل استراتژیک بر اثربخشی برنامه‌ریزی استراتژیک

چکیده

اهمیت برنامه ریزی استراتژیک در سازمان های امروزی با توجه به شرایط رقابتی رو به گسترش، برکسی پوشیده نیست و به کارگیری آن توسط مدیران می تواند در درازمدت ثمرات مثبتی برای سازمانها به بار آورد. این مساله به ویژه در صنایع کوچک و متوسط، با توجه به نقش این صنایع در اقتصاد کشور، از اهمیت خاصی برخوردار است. از طرفی شناسایی عوامل موثر بر اثر بخشی برنامه ریزی استراتژیک نقشی مهم در اجرا و رسیدن این برنامه ها به اهداف مورد نظر دارد. این مطالعه نیز با هدف بررسی اثر اختیار مدیران و کنترل استراتژیک بر سیاست‌های سازمانی، انعطاف پذیری استراتژیک و اثربخشی برنامه‌ریزی استراتژیک در صنایع کوچک و متوسط شرکتهای واقع در نواحی صنعتی کرمان انجام شد. نوع تحقیق علّی است و جامعه ی آماری این پژوهش، مدیران شاغل در شرکتهای مستقر در نواحی صنعتی کرمان و ابزار گردآوری داده ها پرسش نامه است. پایایی پرسشنامه برای متغیر های اختیار مدیران، کنترل استراتژیک، انعطاف پذیری استراتژیک، سیاست های سازمانی و اثر بخشی برنامه ریزی استراتژیک به ترتیب، 882/0،          722/0،    866/0،    832/0 و 744/0 به دست آمد. نتایج حاکی از آن است که اختیار مدیران بر انعطاف پذیری استراتژیک موثر است اما بر سیاست های سازمانی اثری ندارد. از طرفی مشخص شد که کنترل استراتژیک بر سیاست های سازمانی اثر گذار است و انعطاف پذیری استراتژیک و سیاست های سازمانی نیز بر اثر بخشی برنامه ریزی استراتژیک اثر گذارند.

Objective: The importance of strategic planning in today's organizations due to the growing competitive environment is not overlooked, and its application by managers can bring positive benefits to organizations, in the long-term. This is especially important in the SMEs, considering the role of these industries in the country's economy. The aim of this study is to investigate the effect of managers' authority and strategic control on organizational policies, strategic flexibility and strategic planning effectiveness in Kerman industrial districts SMEs. Methodology:  The research is a survey and its statistical society is the managers employed in the companies located in the industrial areas of Kerman and the data gathering tool is a questionnaire. Finding:  The results indicate that managers' authority impacts on strategic flexibility, but does not affect organizational policies. Result:  On the other hand, it became clear that strategic control impacts on organizational policies, and strategic flexibility and organizational policies also impact on strategic planning effectiveness
